Project Manager for BioCommons
Do you want to be part of building one of Sweden's most ambitious development projects in circular and bio-based economy?
We are looking for a part-time project manager who wants to drive and coordinate BioCommons, a three-year EU-funded collaboration project starting on January 1, 2026, with partners in Skåne and Blekinge and a clear mission: to create a functional, long-term, and joint structure for the region's test and demonstration environments within bio-based flows.
This is a role where you lead in complexity, bring together many parties, and build a platform that will continue to thrive long after the project's end.
About the Workplace
The City of Helsingborg as an employer has about 10,000 employees and 470 managers. The City Management Administration is one of nine administrations and is led by our Deputy City Director. To carry out our mission, we are organized into six different departments. Our administration has an important and exciting mission where we exist for others - for colleagues, other administrations, the citizens of Helsingborg, and businesses, to name a few. The City Management Administration will - lead, develop, and coordinate the municipality's operations in overarching and common areas, - offer services and products that are requested by the municipal council, administrations, and companies, including common functions that directly target the citizens of Helsingborg, - in collaboration with external parties create conditions for a positive development of Helsingborg.
As the project manager for BioCommons, you will be placed in the City Management Administration, in the Strategic Collaboration unit.
Job Responsibilities
In the role of project manager for BioCommons, you are responsible for driving and coordinating the project's implementation in close collaboration with project partners such as Region Skåne, NSR, NSVA, Krinova, NetPort Science Park, the Food Academy, municipalities, and business actors.
You will:
- Lead the operational implementation plan and ensure delivery according to EU requirements.
- Coordinate activities in four work packages focusing on test and demo environments, business models, governance, and joint utilization.
- Manage budget, timeline, indicators, reporting, and dialogue with the Swedish Agency for Economic and Regional Growth.
- Drive collaboration between public actors, businesses, academia, and actors in the innovation system.
- Facilitate workshops, co-creation processes, and partnership meetings.
- Ensure that the project complies with state aid rules, procurement requirements, and quality management.
- Represent the project in regional and national contexts.
- Create structure, order, and momentum in a complex, multi-party project.
This is a central role for Helsingborg, both strategically and operationally.

Qualifications
We are looking for a confident and driven project manager with experience in bringing together actors, creating direction, and navigating complex systems.
For the role, you must:
- Have documented experience leading EU or larger publicly funded projects, preferably in regional development, circular economy, or innovation.
- Be accustomed to working in complex collaborative environments with many parties.
- Be confident in budget management, reporting, indicators, and project governance.
- Have a good understanding of test and demo environments, innovation systems, and the conditions of the business sector.
- Have the ability to create structure in complex processes while driving development forward.
- Be communicative, attentive, and relationship-oriented – you build trust quickly.
- Have experience in facilitation, co-creation, and process support.
- Be used to connecting strategic thinking with practical implementation.
It is an advantage if you also have:
- Knowledge of state aid, procurement logic, and the EU's program structure.
- Experience from the public sector or municipal operations.
- Experience in developing business models or financing models in collaborative projects.
- Experience working with circular or bio-based economy.
Language Requirements
Our organization primarily works in Swedish, but it is also fine to work with us even if Swedish is not your native language. We would like you to briefly describe your ability to communicate in Swedish in your application and how you plan to handle any language challenges.
